Department heads structure study ends Sunday

THE two-day structural assessment of the department heads of the City Government ends Sunday.

Human Resource and Management Office (HRMO) chief Marcelino P. Escalada said the two-day activity discussed the assessment of the City Government organization, human resource and policies.

"We will assess whether our structure is still relevant because the last time we had a reorganization was in 1996, 10 years have passed, there was never a change," Escalada said Thursday.

Escalada said they will examine if the human resource of the City Government is still competent or capable to do their jobs and if their policies are still attuned with the current times.

"We would like to know if our methodologies and procedures, tama ra ba or dili na and if our policies insakto pa ba or dili na," Escalada said.

After they are able to assess the said areas, he said, they will proceed with the discussion on the laws and policies affecting reorganization.

He said they have invited the regional directors of the Department of Budget and Management (DBM), Civil Service Commission (CSC) and Department of Interior and Local Governance (DILG).

Escalada said the DBM, CSC, and DILG are the three major agencies that have direct bearing on the City Government in terms of reorganization.

"So we will be briefed on what are the policies, on how to create positions, that will happen for two days," he said.

The result of the assessment will be the take off point in planning for an effective City Government and by then the City Government can start the planned reorganization, Escalada said.

He said they have allocated a total of P127,000 for the holding of said activity at Eden Garden Resort.

The activity was attended by chief of offices and special operations officer of City Mayor Rodrigo R. Duterte, totaling to 40 participants. (BRQ)
