City insists on buying Toril lot

THE City Government of Davao has insisted on buying a 25-hectare property owned by the National Development Corporation (NDC) in Toril that used to house Davao Ramie Textile (Daratex) until the mid-1960s, Vice Mayor Luis C. Bonguyan said Thursday.

City legislators were informed that the property had already been awarded to the winning bidder.

Bonguyan said the City Council will discuss their next step in a bid to fulfill their plan to purchase the property.

Councilor Peter T. Laviña said the 25-hectare property was earlier proposed to be the site of a food processing center and food terminal.

Laviña said they were shocked when they learned in April that the property had already been bid out and awarded by the NDC, when in fact they have already expressed their interest to purchase the lot.

"I passed a resolution requesting Congress to investigate the disposal of the Daratex property in Davao City," Laviña said.

Laviña added that the property has a minimum bid price of P62 million and was awarded to Mauro Villamar of Manila who placed a P70 million bidding price.

He then posted a cash bond of P7 million or 10 percent of the price and is currently working on the documentary requirements.

A meeting was held Thursday at the session hall attended by the City Council and officials of the NDC to clear the matter and on why the City Council was not informed about the disposal of the property.

In a separate interview, an official of the NDC who requested anonymity said their "hands are already tied" to the issued notice of award to Villamar.

However, if the buyer fails to pay the whole amount, then the property is available to interested buyers.

According to the official, there is no need to inform the City Government that the property has been disposed of since they publicly announced the bidding of the property through a national and a local newspaper for three days.

"There was never any intention to snub the City Government," the official said.

She added that it is also the mandate of the NDC to sell idle lands like the Daratex property.
