Dads oppose creation of promotion center department

DAVAO City Councilors Bonifacio E. Militar and Emmanuel D. Galicia Thursday expressed opposition over plans to transform the Davao City Investment and Promotion Center (DCIPC) into separate department of the City Government.

The Sycip, Gorres and Velayo (SGV) accounting firm has earlier recommended that the DCPIC be turned into a department under the City Government and managed by a city department head.

At present, the DCIPC is a division under the City Planning and Development Office.

"Reforming it into a department is very expensive when it only takes care of giving incentives," Militar said Thursday.

Militar said the DCIPC board, chaired by Mayor Rodrigo R. Duterte and composed of 14 other members from several government and private agencies, is already enough.

Maintaining the board, he said, is already expensive.

Militar said that excluding the mayor, each member of the board is given P2 million a year as honorarium.

He claimed the operating cost of DCIPC should it be turned into a department will amount to P3.7 million, excluding the honorarium.

Galicia, who agreed with Militar, said it might affect the income of the city.

Based on the recommendation of the accounting firm, the center as a department shall be responsible for the promotion, development, and expansion of foreign and domestic trade in the city.

The City Council committee on trade, commerce and industry and finance will review the proposal of the firm and make a joint-report on the matter. It will meet on the second week of October to discuss again the matter. (BRQ)
