P2.58B 2007 budget okayed in 2nd reading

THE proposed General Fund Annual Budget and Plantilla of the City Government of Davao for 2007 was approved Tuesday by the council during it's regular session.

The proposal amounting to P2,586,096,567 will be appropriated for three general areas:

* General Fund Proper for P2,217,416,170 of which appropriation for offices and departments amount to P1,852,090,904, and budgetary requirements and statutory contractual obligations amount to P365,325,266.

* Economic Enterprises with a total of P72,640,113 divided to markets with P46,111,114, slaughterhouses with P13,820,064, the Davao City Overland Transport Terminal with P9,600,000, the Sta. Ana Port with P950,000, the city's five cemeteries with P1,494,635, and six Davao City Rehabilitation Centers with P664,300.

* Bulk of the P295,040,284 annual development fund will go to debt servicing with P150,000,000. Non-infrastructure projects is given an allocation of P75,750,000 while infrastructure projects amount to P70,290,284.

The funding for the budget proposal will be sourced out from the estimated income of the city's local sources such as tax revenues and permit and license fees, proceeds from the city's economic enterprises and the Internal Revenue Allotment (IRA) for Davao City.

The P697,998,552 allocation for the Office of the City Mayor is inclusive of a P360-million appropriation for the mayor's peace and order program, which the proponent committee deems a top priority for the city.

The budget also includes appropriation to address the existence of over 476 vacant positions in various offices of the local government unit. Highest of these is the City Treasurer's Office with 65 vacancies.

Councilor Bonifacio Militar, chair of the council committee on ways and means and appropriations, said the funds allocated are here to ensure that the city has enough to pay for additional personnel to be hired.

He added however that the matter of appointing personnel is left to the city mayor's discretion but it's also possible that the mayor will incorporate necessary actions with the restructuring of the government's service system.

Councilor Nilo Abellera, however, noted that no budget was appropriated for electrification project in District 2 as well as the water system is District 1.

Militar brushed this off saying no member of the council has proposed for such projects.

He added that there is no need to allocate for water systems in District 1 since this is serviced by the Davao City Water District.
