THE Davao City Council has passed over 1,360 resolutions and 117 ordinances from January to November this year.
For the first half of the year (January 1 to June 30), the Committee on Rules, Privileges and Ordinances co-chaired by councilors Emmanuel Galicia Sr. and Jesus Zozobrado, tops the resolution count at 78.
Then followed by the Committee on Housing, Rural and Urban Development chaired by Councilor Arnoldo Cabling with 51 resolutions.
The Committee on Environment and Natural Resources and the Committee on Finance, Ways and Means and Appropriations tied at third place with 23 resolutions each.
At least 56 ordinances were passed for the same period topped by the Committee on Housing, Rural and Urban Development with 12 ordinances.
For the period of July 1 to November 30, the council has passed 544 resolutions and 61 ordinances.
Among the most controversial ordinances tackled and resolved by the council this year include the Ordinance 0189 authored by Councilor Jesus Zozobrado, which bans the operations of the habal-habal.
Equally controversial ordinances initially discussed but are still pending for final decision in 2007 include the Aerial Spray Ban and the Watershed Code.
But City Mayor Rodrigo Duterte's naming of a town mayor involved in illegal drugs before the City Council "in aid of legislation" during its October 17 session may be the most unforgettable event for the year where the session hall was packed to its rafters.
