HIV-positive man sexually active?

EXTRA caution is being asked of the public after City Hall was alerted to the presence of a foreigner said to be positive of the Human Immuno-deficiency Syndrome (HIV), the virus responsible for AIDS, who is sexually active and refuses to use protection in his encounters with local women.

The City Hall received e-mail reports from police intelligence regarding this Caucasian man who is said to be a long-term resident of the Philippines with a tourist or balikbayan visa but who does not have a work permit or a marriage contract to support his balikbayan visa.

The report said the man has at some periods stayed in Davao, Surigao, Butuan, Gingoog, and Cagayan de Oro.

The foreigner is described to be around 5'3" in height, in his mid-fifties, has brown eyes and a heavy body build, with short hair, and clean shaven. He has lots of tattoos and drives a motorcycle with a Philippine license.

The man is also said to be intelligent and manipulative with a history of pay-offs to the police and other Philippine authorities. Also, that he has a criminal record in his country.

Sightings of the said foreigner should be reported to the police and other local authorities.
