Wednesday, March 07, 2007 Council asks HLURB to probe subdivision developers By Grace L. Plata
THE City Council passed a resolution requesting the Housing Land Use and Regulatory Board (HLURB) to investigate and come up with the list of errant developers so that legal action could be made against them including blacklisting them from the land developing business.
This was the decision of the council after Housing, Rural and Development Committee Chair Arnolfo Cabling read out parts of the letter of SM Village residents, through their association president Nilda Yap, asking the council for help due to their developer’s non-compliance with the subdivision plan. SM Village is in Bangkal and has been there since around three decades ago.
Yap also said in the letter that after all lots have been sold, the developers left them with a mediocre drainage system and incomplete road construction leaving them vulnerable to floods and accessibility problems.
After Cabling recommended that the matter be forwarded to HLURB, Councilor Nilo Abellera also stood to add that this is a predicament many lot owners in the city are facing, thus proposing that the council craft an ordinance aimed at closely scrutinizing land developers -- whether they are willing, capable and has necessary equipment and facilities to completely develop the property before they are given permit to do so.
