MAJOR changes in the local government structure is to be expected after the elections, City Administrator Wendel E. Avisado said, implying a sure win for Duterte who does not have any known rival in the mayoral race.
Avisado said the re-engineering of the local government department will go on as planned.
"We will be merging departments that has about the same functions, create new ones that are needed and dissolve existing departments, which has less functions," Avisado said.
He added that the city will create a separate housing department, which will look after socialized housing concerns, a priority project of the mayor.
The local government will also enhance the capabilities of its personnel through seminars and other educational opportunities like the one that the Human Resource Development Office attended last year, which was funded by AusAid.
Avisado said they will hire those who are competent in information and communication technology should a department needs its staff to be augmented.
According to Avisado, this has been long planned by the mayor so that affairs of the city will be put in a better order and perspective that will benefit the people.
He though admitted that contractual employees or job orders would have to be put on hold, transferred or let go by the city at the start of the restructuring process.
Several changes have started to be in place including the computerization of the City Treasurer's Office.
According to City Treasurer Rodrigo Riola, data transfer has been started this week and will be completed in 6 months.
This will enable real property taxpayers to transact in the main office or the district offices of the city treasurer and get their documents in the location of their transaction. (GLP)
