AS THE new term of the local elected officials start this July, reelected City Councilor Peter Laviña encourages non-government organizations (NGOs), cooperatives and other concerned bodies to participate in the upcoming election of representatives for local special bodies.
The move is to make sure that all sectors will be well-represented in the respective councils.
As provided in the local government code, a number of local special bodies are instituted to encourage citizen participation.
Local development councils were created and given responsibility for formulating local development plans for ratification by the local elected councils.
The code requires that at least one-fourth of the council members, all of whom are appointed, be representatives of NGOs.
There are also Local Health Boards, Local School Boards, Pre-Qualification, Bids, and Awards Committees -- each with its respective non-governmental representation.
NGOs apply to the local council for accreditation, and then the accredited organizations choose among themselves their representation to various local special bodies.
