THE Civil Service Commission (CSC) has given the Davao City government a free rein in running its personnel management and administration.
This is significant in that the city government can now hire personnel without the CSC attesting to the effectivity of the appointment, thereby hastening the process of hiring badly needed qualified personnel.
A first in the city's history, this free rein speaks volumes about the way the local government has managed its human resource. It is a vote of confidence in the way Human Resource Management Officer Marcelino Escalada Jr. is running the outfit, which is an indispensable cog in modernizing a local government unit such as Davao City.
This has been reportedly made possible through the city's compliance with human resource mechanisms required by CSC to be put in place. These include the establishment of a system of ranking position, merit system plan, committee on investigation of office decorum, personnel rewards and incentives for service excellence, performance evaluation review committee, grievance machinery, personnel selection board and a personnel development committee.
However, in this new arrangement, the CSC will still be furnished by the city government with copies of the appointment papers for its review. In other words, CSC, once it finds inconsistencies in the documents, can still recommend for the revocation of the city's accreditation.
