WITH barely two weeks before the controversial Human Security Act of 2007 is set to take effect, the Police Regional Office-Southern Mindanao has yet to browse through its contents.
The Human Security Act of 2007 is set to take effect on July 15, after it was signed into law by President Gloria Macapagal-Arroyo last March.
PRO Director Andres Caro III last Tuesday said he himself has also not yet read such law. "We just recently received a copy," Caro said.
Caro added they will have to read and understand the law as they have to ensure that they do not violate any of its provisions.
Caro dispersed the apprehension of progressive groups that the said law would be used by the government to instill fear against those who would oppose state policies. "It has more than enough safeguards against possible abuses," Caro said.
Meanwhile, Commission on Human Rights Regional Director Alberto Sipaco Jr. expects an avalanche of complaints once the law is implemented. However, Sipaco said all the complaints will have to go through due process and verification.
The law is aimed to enhance government's capability to protect its people from the threats of terrorism in the country.
