Sunday, July 08, 2007 City dad seeks amendment of house rules
DAVAO City Councilor Danilo Dayanghirang is set to propose Tuesday a resolution amending the 15th council’s house rules.
This developed due to the long-winded debates over the house rules during the 14th council that delayed the approval of important pieces of legislation.
The house rules currently used by the council especially during the inaugural session last week was adopted from the 14th council.
In a letter to the City Council secretariat, Dayanghirang proposed amendments giving emphasis on the provisions for passage into third and final reading. Dayanghirang stated the review of the ordinances should be placed solely on the committee on rules, privileges, laws and ordinances. However, the amendments proposed by the committee of rules after its review must be first presented to the body for approval before an ordinance is set for third and final reading.
The existing house rules does not specifically state whether the amendments should be approved by the body as it only provides that the ordinance must be reviewed by the committee on rules for legal infirmities before it can be calendared for third reading.
Vice Mayor Sara Z. Duterte, in earlier interviews, said she is amenable to the proposal provided it is done only once and in a comprehensive manner.
"Musugot ko pero kinahanglan kaisahun ra (That's okay for as long as its done at one time)," Duterte said.
