THE re-proposed Shelter Code is ready for second reading after going through two committee hearings in the past two weeks.
According to Councilor Arnolfo Ricardo Cabling, chair of the City Council committee on housing, rural and urban development and proponent of the Shelter Code, a committee report has already been submitted to the secretariat and the office of the floor leader for it to be included in the agenda for next week's session. But the Shelter Code did not make it.
"Hindi napasok sa agenda, may supplemental budget kasi na i-tackle siguro," Cabling said, referring to the Supplemental Budget No. 1 for 2007 requested by the Office of the City Mayor for immediate consideration.
The Shelter Code was revised during the July 26 hearing, based on Davao City Mayor Rodrigo Duterte's veto points and on the July 30 hearing with the concerns raised by the City Treasurer's Office and the City Housing Office.
Groups rallying behind the passage of the Shelter Code in the past council are continuously calling for the 15th council to pass the Shelter Code in the soonest possible time.
The ordinance seeks to create a Local Housing Board that will study and address the city's socialized housing concerns.
