THE committee on peace and public safety is set to present its committee report on the Juvenile Justice and Welfare Act for approval so that it can be discussed and debated upon in Tuesday's session.
Councilor Danilo Dayanghirang, chairman of the committee, said Monday the statistics on youth offenders coming from the barangay in the city which he asked for during the third committee hearing last July is now complete and organized for presentation Tuesday.
The data is needed to back up its proposed resolution requesting Senator Francis Pangilinan to review and amend Republic Act 9344, otherwise known as the Juvenile Justice and Welfare Act of 2006.
The committee aims to prove that without the necessary mechanisms to complement its implementation, the Juvenile Justice Law poses a threat more than a solution. Also, it has contributed to the alleged increase in youth offenders.
"We cannot just send a proposal without factual basis why we want to do it. He (Pangilinan) has to see the figures for himself," Dayanghirang said.
Dayanghirang said he will urge his colleagues to approve the resolution saying that the longer the delay in the amendments, the more damaging it is to the public.
