The fire started at the kitchen of the two-storey house of Gloria Autida along corner Jose Abad Santos St., and Quimco Avenue, according to fire authorities.
City fire marshal Antonio Aballe estimated the damage at P1 million.
Most of the houses that were burned into ashes, he said, were made of light materials.
Authorities believed a lighted candle or a kerosene lamp could have started the fire.
Since Friday night, the city experienced blackouts and series of power fluctuations due to strong winds and heavy rains.
Most of the fire victims were temporarily housed in a private compound here, said City vice-mayor Luis Malaluan as he ordered release of initial funds for relief and other food assistance. (Malu Cadelina Manar)
