Council inches thru Shelter Code

WITH eight out of 26 sections approved in the past two weeks, the passage of Davao City's Shelter Code may take a long time.

In a text message Monday, Councilor Arnolfo Ricardo Cabling said the amount of time will depend on the whether or not the there will be more queries from council members.

"Depende kung wala masyadong questions. At short na rin yung ibang provisions," Cabling said.

The City Council has approved Sections 1 and 2 during the September 10 regular session and Sections 3 to 8 during the September 17 session. The approved sections include the title, definition of terms, guidelines in the identification of beneficiaries, and the establishment of the Local Housing Board, which will deal with the city's socialized housing concerns fulltime.

In Tuesday's session, the City Council will go on with perusing the vetoed ordinance per section to make sure that the City Legal Office will not find infirmities when the 15th council decides to pass it.

Invited in the session for their expert opinion are Romeo Lagahit of the Presidential Commission for the Urban Poor (PCUP), Rosemarie Ta-asan of the Housing Urban Development Coorrdinating Council, Roy Lopez of the Housing and Lad Use regulatory Board, Ewin Jacinto of the National Housing Authority, Attorney Cesar Dataya of the City Planning and Development Office, and Attorney J. Melchor Quitain of the City Legal Office. (GLP)
