Militar said among the members of Comelec, Borra is the most qualified to lead Comelec especially with the onset of the barangay and Sangguniang Kabataan (SK) elections.

"Commissioner Borra is an outstanding student scholar and rose from the ranks in public service, among others, being a field attorney to election registrar to provincial election supervisor to Comelec regional director in Davao to Comelec executive director to Comelec Commissioner," Militar said.

He added that Borra has exhibited independence, diligence and dedication to work, winning a distinction as the most credible member of Comelec.

The body voted unanimously on the resolution.
