Tuesday, October 09, 2007 Shelter Code up for final reading
THE Comprehensive Urban and Shelter and Services Development Code, otherwise known as the Shelter Code, is expected to be passed under third and final reading marking the end of its 2nd round in the City Council.
The law, which was passed by the 14th council prior to the May midterm electios, was vetoed by Davao City Mayor Rodrigo Duterte due to legal infirmities. It was proposed again as a new item in the 15th City Council.
Now that the ordinance has been amended based on the mayor's veto points and other suggestions made by the councilors through the 5-week thorough discussion of the Shelter Code, its proponent, Councilor Arnolfo Ricardo Cabling, expects the City Legal Office to recommend it for the mayor's approval.
"With my mind of Atty. Quitain and the collective efforts of my colleagues in the City Council, many of whom are lawyers, I think there won't be a problem this time," Cabling said.
Shelter Code Alliance members, however, said though they are confident of the councilor's abilities, they will continue their campaign until the mayor finally approves the ordinance. (GLP)
