Oledan: Political units

IT is the first line of defense. Barangay units have a critical role, not only in enhancing the delivery of basic services but also in putting in place the mechanism for the collective voice of the people in governance.

The Local Government Code of 1991 (RA No. 7160), Section 384 provides that as a basic political unit; the barangay "serves as the primary unit of government policy, plans, programs, projects and activities in the community and as a forum wherein the collective views of the people may be expressed, crystallized and considered, and where disputes may be amicably settled."

The barangay is the smallest political unit of government with its own territory and resources. Its capacity rests on its people, especially the youth who should take the reigns of leadership.

Today, October 29, the barangay and Sangguniang Kabataan elections take place.

It may also mirror the state of our nation.

Political observers have noted that despite its influence, majority of barangays, including the Sangguniang Kabataan have fallen under the control of traditional politicians to promote their personal interest. This is despite the provision under Article VI Section 38 of the Omnibus Election Code, which states that no political party, organization or group shall intervene in the nomination and election of any barangay candidate.

The lack of information has made the barangays and Sangguniang Kabataan representatives easier to manipulate.

Traditional politicians have corrupted youth leaders who have learned to succumb and adopt ways of traditional politics. The SK is also yet to go beyond beauty search, and in sponsoring basketball games, among others.

There may be some who would choose not to vote. Others, may opt to, as a matter of civic obligation.

It is high time for the community, especially the youth to choose candidates who are accountable, transparent, well-informed, independent minded and who practice good governance.

Yet, voting is just the first step. Reforms may be needed to make the structure truly responsive and reflective of the interests of the people. The barangay and the SK could only function independently and effectively, as they endeavor to assert the interests of their constituents.

Otherwise, they will remain inutile. As they have been.
