COUNCILORS Karlo Bello, Louie John Bonguyan, and Teresita Mata-Marañon are set to jointly propose legislative measures encouraging and institutionalizing the "bayanihan system" in Davao City.
Bello, who spoke Wednesday in behalf of his colleagues, said the bayanihan system is an essential part of Philippine history and has been instrumental in strengthening the bond of the community.
"It is a reflection of how community relationships work here in the Philippines. The bayanihan system has worked wonders for all of us. In undertakings we thought impossible, we were able to realize them - houses for families built, chapels for worship finished, classrooms constructed through the toil and sweat of people," Bello said.
He added that up to this day and age of high technology, the simple and tested bayanihan system continues to play an important role in our society.
He said in places where there is absence of the wonders of engineering technology, this practice has provided simple structures needed for the normal functioning of the lives of the people. Thus, the local government must be able to support this system by institutionalizing it, making this an option in the implementation of local projects or programs.
Through this, Bello said the bonds are strengthened between the government and the community, between the members of the community, and between the community and the project.
