Amended civil registry fees okayed on 2nd reading

THE proposed adjustments to local civil registry fees were passed under second reading in Tuesday's session.

The proposed increase, based on the 2005 Revenue Code of Davao City, is said to be "minimal" and is aimed at upgrading the system for important transactions. The upgrades include the digital format, computerized annotation in the civil registrar records, and printing of documents.

In the proposal, timely or late registration of birth remains to be free, while timely registration of death is also proposed to be free of charge.

Fees for late registration of death will remain the same: P50 - after 30 days from death; P100 - after six months but not more than 1 year from death; and P200 - after one year from death. Fees for changed or corrected death certificates, however, will be deleted.

Fees for timely marriage registration also remain at P200 but fees for the late registration are set to increase.

From the existing P50, those who register within six months from the wedding ceremony are to pay P250. Those who register after six months but before one year from marriage are to pay P300, a 200 percent increase from the current fee of P100.

Those who will register after one year of marriage are to pay P400 or a 100 percent increase from the current fee of P200.

Fees for court decrees such as change of name in the birth certificate, correction of entries in the civil registry record, however, remain at their current schedule.

Fees for the issuance of the following documents are also set to increase: Certificate of No Record - from P25 to P50; From 1-A (Birth), 2-A (Death), 3-A (Marriage) without annotation - from P25 to P50; From 1-A, 2-A, 3-A with annotation - from P25 to P75; electronic endorsement to the office of the civil registrar general - from P50 to P75; and out of town registration - from P25 to P50.

Indigents certified by the City Social Services and Development Office (CSSDO) are exempted from the imposed fees as well as those who are requesting for a Certified True Copy of the Certificate of Live Birth as a requirement for enrollment to the primary level in a public school. (GLP)
