GRAINS traders operating in Davao City are not allowed to sell large volumes of rice to groups or individuals outside the city, as has been the practice here.
This is provided in the last of three resolutions passed under suspended rules by the Davao City Council Tuesday, as councilors clamored for a solution to the skyrocketing prices and tight supply of rice.
