Police Regional Director Andres Caro revealed the requirement in light of the recent attack in Banaybanay where rebels disguised themselves as rallyists.
Caro said they are now more cautious about protest rallies but added they are still allowing them, especially during the scheduled State of the Nation Address (Sona) of President Gloria Macapagal-Arroyo on July 28.
Rallies held outside freedom parks and without necessary permits will however not be allowed by the police, Caro said.
He said they don't want a repeat of the Banaybanay raid several weeks ago where the police station was overran by rebel raiders who disguised themselves as rallyists.
Authorities have cautioned LGUs not to readily give permits to protest rallies. Come Monday, protesters are expected to troop to the streets nationwide when the President delivers her Sona.
Here in Davao City, Mayor Rodrigo Duterte said rallyists don't need to get permits from the City Government provided they coordinate with the local authorities to avoid traffic jams. (BOT)
