THE tug-of-war between the Davao City Water District (DCWD) and the power company of Hedcor Tamugan Inc. for the water of Tamugan river is far from over as the two companies continue to trade counter-proposals.
Sources from the water utility firm said they have already submitted a counter proposal to the "win-win" solution offered by Hedcor last August 21.
