Monday, October 06, 2008 Caro refuses to comment on Talomo precinct death
THE Police Regional Office (PRO)-Southern Mindanao chief opted to keep mum on the allegations of police brutality directed against officers of the Talomo Police Station in Davao City that resulted in the death of a detainee.
In an interview last week, Chief Superintendent Andres Caro II told Sun.Star that he is still awaiting the results of the investigation being conducted by the Internal Affairs Services of the Davao City Police Office and on the separate investigation conducted by the Commission on Human Rights (CHR)-Southern Mindanao.
The allegations stemmed from an incident last month wherein a detainee, identified as a certain Ludovico Marcelo, a barangay police, was allegedly mauled by co-prisoners upon the orders of an officer in the Talomo Police Station.
Reports obtained by Sun.Star showed that Marcelo, while in custody of the police, had an altercation with an officer of the Talomo Police Station. Marcelo reportedly kicked the police officer who, in revenge, was alleged to have ordered the prisoners to maul the prisoner.
The following day, Marcelo was found by his wife unable to stand. He had bruises. He died three days after.
The Davao City Police Office (DCPO) has already ordered the renovation of police stations in the city, starting with the Talomo Police Station. The detention area would now be made visible from the lobby of the police station. (CPM)
