Friday, October 10, 2008 DCWD won't compromise Tamugan river By Carlo P. Mallo
THE Davao City Water District appeared to have made up its mind and will no longer "compromise" the only source of surface water for Davao City based on its quality and quantity.
The Tamugan River, according to the water utility, is a recharge area replenishing the groundwater source of the city.
Hedcor, Inc. a power utility, is eyeing on putting up a hydropower plant in the area while the water utility plans on tapping the same area for its surface water.
In an interview Wednesday morning, DCWD spokesperson and finance manager Imelda Magsuci told Sun.Star Davao that they will not be compromising the only source of Davao's surface water.
Moreover, Davao City Mayor Rodrigo Duterte has earlier pronounced that he will be deciding for the two companies by next week.
It was reported that the city mayor met with top officials of the two companies Tuesday evening at the Grand Men Seng Hotel in an attempt to facilitate the talks between the two.
"I would be happy if the two can reach a happy compromise. I will be making my statement on Thursday next week whether or not to endorse Hedcors' application," Duterte said.
The mayor, at the moment, admitted he is inclined to take DCWD's side since it's the policy of the local government to protect its water sources.
Duterte specifically cited the Water Code prohibiting development in critical recharge areas of local watersheds such as the Tamugan River.
DCWD also has existing water rights in the area thus, Hedcor needs its approval to continue its proposed hydropower plants in Tamugan River.
"There are two important sectors involved and we need both," Duterte said. (CPM)
