DAVAO City Engineer Jose Gestuvero said there is not enough coordination between national government agencies when they implement infrastructure projects.
"The present system is that we receive communication from them telling us of their current projects as a matter of information lang. There is no coordinative planning opr consultation done together," Gestuveo said.
The National Building Code (PD 1096) provides that all nationally-funded constructions must first get a permit from the local building official.
However, Gestuveo said, that is not strictly followed.
"There has to be awareness of the laws that would regulate these kinds of investments. Our decision-makers or funders should consider if the project is within the development plan of a locality. Public funds should not be involved in private spaces. Maybe the Ombudsman should look into this - the proper use of resources," Gestuveo said.
In principle, Gestuveo said the local government unit should be involved in the conceptualization and technical preparations of structures that are funded by national government agencies or entities.
"There has to be a system of sharing or coordinating. Kasi tulad nito, with the construction of structures without permits, na-contribute sa baha. In the end, ang (the) city ang gagawa ng paraan (finds ways) to solve flooding problems. Cooperation lang sana," Gestuveo said.
Gestuveo also urged barangay officials to educate their constituents not only on proper waste disposal but also on structures that should not be built like concrete driveways over canals. (GLP)
