THE regional director of the Land Transportation Office (LTO) in Southern Mindanao said the agency has automated transactions by almost 90 percent to minimize fixing and other illegal activities.
Gomer Dy, LTO-Southern Mindanao regional director, said during Wednesday's edition of the Club 888 press forum at the Marco Polo Davao that LTO is sure it has already eliminated fixers by 80 percent through the change from manual to automated transaction.
"I cannot claim that LTO 11 is 100 percent fixer-free, but I am sure na tangtang na ang fixing in our agency by 80 percent," Dy said.
He added that LTO has a citizens' transaction manual, which would direct and guide people on how to transact with the agency.
"They only have to follow four steps. The manual is very helpful so that people would know that it is just simple to do transactions with us and they would not need a fixer," he said.
Ronnie Amorado, coordinator of Ehem!--which organized a seminar workshop on anti-fixing and anti-red tape for LTO personnel at the Royal Mandaya Hotel on Wednesday, said that fixing is a supply and demand thing.
"Actually, fixing would not take place if the system is fast. On the other hand, fixers within the agency can be easily addressed through internal reforms," he said.
Dy said the conduct of the seminar workshop is very timely and will further improve agency processes.
It was learned that Ehem! conducted the seminar-workshop for the third batch of LTO personnel in Mindanao. The workshop has been conducted for participants from LTO in Western, Northern, and Southern Mindanao, and the Caraga Region.
Director Edgar Cabase, chief of the LTO law enforcement office, also said that last year, LTO ranked number four among government agencies in the country in terms of compliance with better service to the people.
On November 27, LTO was awarded third among 100 government agencies in the country that have implemented good governance. (JGRS)
