Solon's bills sail smoothly in Congress By Adrian Sedillo
REP. Emilio Macias II (2nd District, Negros Oriental) expressed joy about the smooth sailing of three of the bills he filed at the start of the 11th Congress.
The three bills cover proposed measures on genuine devolution of health services, an amendment of the law on legalized gambling, and the fixed terms of elected officials.
House Bill 1 seeks to provide for a real devolution of health services to local government units and dissolution of regional offices of the Department of Health.
The bill, Rep. Macias said is up for deliberation in Congress.
House Bill 2 aims to amend a provision of the charter of the Philippine Amusement and Gaming Corporation on legalized gambling particularly on lotto.
Macias's bill wants to give authority to the provincial board to regulate or ban outright the operation of on-line lottery or lotto.
He said the bill is now on the floor of the Senate.
The third bill, which is also on the Senate floor, seeks to ban elected officials from occupying the same seat for a fourth term.
The Negros Oriental congressman cited the case of Richard Hagedorn, former mayor of Puerto Princesa, who ran for governor of Palawan, lost it, and ran again for mayor for a fourth term.
