LTO faces problem with Clean Air Act By Victor L. Camion
THE local office of the Land Transportation Office (LTO) may not be able to implement the Clean Air Act here because Dumaguete City has no accredited Private Emission Testing Center (PETC).
The PETC is authorized to detect the smoke of vehicles and to issue a certificate of emission test before registering or renewing vehicle permit applications.
Ely Cabanag, LTO district chief, said the newly built PETC along the city limit near the Sibulan-Dumaguete airport has not yet been accredited nor is it functional.
The LTO head, however, said that to comply with the law, they will accept applications for renewal but they will not release the plate number for new registration and sticker for renewal until the vehicles have been tested for smoke emission.
Cabanag aired his concern following the memorandum of LTO Assistant Secretary Roberto Lastimoso ordering all district and regional offices for the mandatory implementation of the Clean Air Act.
Lastimoso's memorandum is pursuant to the DOTC order for mandatory emission test requirement prior to renewal of registration.
The mandatory emission test, according to the memorandum, was to take effect on January 6, 2003.
Cabanag said he will attend an urgent conference of LTO heads in the region at the LTO regional office in Cebu City on Monday to discuss several issues including the implementation of the Clean Air Act.
