Bais poll body submits papers to nat'l Comelec

BAIS CITY -- City election officer Raphael Orellana turned over to the national office of the Commission on Elections in Manila all the documents on the conduct of the canvassing of votes here.

The documents will serve as basis for the poll body's decision on the election protests filed by mayoralty candidate Mercy Goņi.

Goņi wants Comelec to exclude the results of three contested election returns in the canvassing.

Orellana left Wednesday bringing with him the 420 pages of stenographic notes of the minutes of the canvassing, a narrative report on the actual conduct of canvassing and the legal papers filed by rival candidates, Goņi and incumbent Mayor Hector Villanueva.

Before leaving, the election officer said Comelec-national is mandated by law to decide on the protest a week after receiving the documents.

Except for Bais City, all the only local government units in the province have proclaimed their winners in the local elections.

Orellana explained Comelec-national will resolve the protests solely on the issue on whether to include or exclude in the canvassing the contested election returns of barangays Cambaghan, Cambaguio and Sab-ahan.

The poll officer said if the national office decided to include in the canvassing all three contested election returns, incumbent Mayor Villanueva will win the mayoralty race by 69 votes.

If it ruled in favor of the petition, Goņi will win by three votes.

Provincial election supervisor Atty. Manuel Advincula said the winners of the Bais City elections could be proclaimed on the second week of June.
