Guv suspends 4 jail guards

GOVERNOR George Arnaiz of Negros Oriental has suspended four jail guards of the Provincial Rehabilitation and Detention Center.

The jail guards are Bonepat Torres, Nestor Cargesiano, Felixberto Deloria, and Ananias Aboso.

Their suspension was recommended to the governor by a panel investigating their cases involving the escape of prisoners under their custody.

Provincial jail warden Atty. Jeffrey Araula said the suspension order could not be implemented at once for lack of an execution order from the Office of the Governor and the submission of a formal report to the provincial accounting office on the status of the jail officers.

Moreover, Araula said the four could not be suspended en masse to prevent a vacuum at the provincial jail.

Arnaiz said suspending the four was a difficult decision because of its effects on the livelihood of the family.

But he said they had to face the results of their neglect of their duty.

The governor said the suspension will affect the jail guards' career in government service.

He cited one of the jail guards whose scheduled promotion might not take place now because of the lapse.

The investigating panel recommended Torres and Cargesiano to a six-month suspension and a month each for Deloria and Aboso.

They were found administratively liable for "infidelity on the custody of prisoners".

Cargesiano was on the way to Dumaguete City from attending a hearing in Guihulngan when the prisoner under his custody escaped.

Torres was guard on duty at the provincial jail when two notorious convicts escaped.

Deloria and Aboso were also guards on duty at the jail when a trustee under their care flew the coop.
