Breakaway group present in 37 barangays By Syril Repe
THE Philippine National Police in Oriental Negros said that the breakaway Revolutionary Proletarian Army- Alex Bongcayao Brigade (RPA-ABB) is actively operating in 37 barangays throughout the province.
Provincial police director Supt. Marciano Del Mar said the group is operating in a number of barangays in Mabinay, Bais City, Tanjay City, Amlan, Sibulan, Siaton and Sta. Catalina.
Del Mar said the movement is divided into RPA-East and RPA-South and composed of armed company-size regulars.
He said RPA-ABB-East operates in Mansagaban in Bais City, Azagra, Pal-ew, and Bahian in Tanjay City, Jantianon and Silab in Amlan; Enrique Villanueva and Tubigon in Sibulan; Mantiquil, Napacao, Candugay, Tayak, Apoloy, and Casalaan in Siaton; Nagbinlod, San Miguel, San Jose, Buenavista, and Talalak in Sta. Catalina; Hanayhanay in San Jose, Dubdob in Valencia; Banawe, Abante, and Inawasan in Pamplona, Malaiba, Lumpao, Bayo,g and Limuthangan in Canlaon City; and Hibaiyo, Humayhumay, and Planas in Guihulngan.
RPA-ABB-South covers barangays Bugay, Mandu-ao, Villasol, Kalamtukan, San Jose, Magsulay, and San Isidro in Bayawan City; Barras Dako in Mabinay; and Maglinao in Basay.
Del Mar clarified that the movement is not a threat because of an existing peace agreement between the breakaway group and the National Government.
On the other hand, he said the New People's Army (NPA) continues to pose a "serious threat" to the peace and order condition in the province because of its 'recovery, expansion, and consolidation' activities.
"This can be felt in the southeastern portion of the province as evidenced by their sporadic sightings and reported house-to-house campaigns," said the police director.
Del Mar blamed the mainstream leftist group for the atrocities committed in northern Oriental Negros that had claimed civilian lives.
