Gov't agency security guard nabbed for illegal recruitment

AGENTS from the Criminal Investigation Detection Group (CIDG) arrested Tuesday afternoon a security guard assigned to the Government Service Insurance System (GSIS) in Dumaguete City for alleged illegal recruitment.

A CIDG team composed of PO3 Rogelio N. Dagohoy, Jr. and civilian investigator 2 Arturo Solito and led by newly appointed chief Senior Inspector Germano P. Mallari arrested Elias J. Rous, Jr., 39, married, of Purok Matinabangon, Barangay Bagacay, Dumaguete City.

Rouse is a security guard detailed at the GSIS office by DBP Service Corporation based in Sen. Gil Puyat Avenue in Makati City.

The CIDG nabbed the suspect through a warrant of arrest dated Jan. 28 issued by Judge Teresita Abarquez-Galanida of RTC Branch 39 in Dumaguete City.

The court recommended a bail bond of P16,000 for his temporary release.

Rous' arrest followed complaints by several people whom he allegedly recruited for work outside the province and is the first achievement of Mallari since he took over the CIDG in Negros Oriental on Jan. 20, 2005.

The new CIDG chief was one of members of the PNP Special Action Force based Camp Bagong Diwa, Bicutan, Taguig, in Metro Manila, that arrested then President Joseph Estrada at the height of the people power movement to oust the Chief Executive in January, 2001.

Mallari graduated from the Philippine National Police Academy (PNPA) in Camp Castañeda, Silang, Cavite.

He was a member of the PNP Special Action Force based in Camp Bagong Diwa from 1998-2001 and later became a Staff Battalion Officer, Deputy Reconnaissance Company Officer, and subsequently a director of the Special Action Force.

Mallari was assigned as Assistant Intelligence and Operation, CIDG Region 7, and in 2003, Team Leader of the Bohol CIDG.

He became Chief Intelligence and Operations Officer of CIDG Region 7 before assuming as head of the Negros Oriental-Siquijor CIDG.

Mallari underwent the Officer Basic Course at the PNP Regional Training School in Davao.

Meanwhile GSIS Dumaguete Branch Manager Erlinda P. Roma clarified a local television report that Rous is an employee of the office.

Roma clarified that Rous "is an agency-provided personnel assigned with the GSIS Dumaguete Branch.

"We would like to make it a point that GSIS was not in any way aware of or was participatory to his other activities except his usual security functions," the GSIS branch chief clarified. (Neil C. Rio)
