Board member's brod to file rights abuse v. cop By Adrian Sedillo
THIRD district Provincial Board Member Henry Pryde Teves claimed that his brother, Arnulfo Teves and the latter's driver would file a complaint before the Commission on Human Rights against a Bayawan City policeman.
Teves, quoting his brother, said SPO1 Wilfredo Ynoy had no jurisdiction when he apprehended the elder Teves' truck that was hauling sand and gravel from Barangay Guba in Bayawan City last October 21 and allegedly pointed a gun on the driver.
Also, he said, Ynoy had dropped the name of provincial lawyer Erwin Vergara when he apprehended the truck for alleged illegal transport of sand and gravel.
The board member said he and Ynoy were friends when he helped the policeman in the past in a punching incident involving a driver of then Vice Governor Edgar Teves.
Teves said he was surprised when the policeman turned against his brother, Arnulfo.
In his affidavit, Ynoy said Arnulfo's truck was hauling sand and gravel from Barangay Guba without permit.
But Teves insisted the truck and the driver had proper documents. What angered his brother, he said, was when the policeman pointed his gun on the driver after stopping the truck and confiscated the vehicle allegedly without legal basis.
