Prov'l board returns city's reward measure By Edmund Sestoso
THE Provincial Board returned to the Dumaguete City Council for further review the proposed ordinance providing rewards to informers who help in the arrest of criminals.
The ordinance, authored by City Councilor Saleto Erames, aimed to stop future killings in Dumaguete City and followed several murders that included the slaying of former city treasurer Erlinda Tumongha.
The ordinance is titled as, "Ordinance Providing for and Putting into Effective Operation a Reward System in the Detection of Crimes and the Apprehension of Criminal elements in Dumaguete City".
In his explanatory notes, Erames said investing in "complementary strategies" could head off the rise of criminality in the city.
Moreover, he explained, introducing a reward system in the case of hired killers could persuade masterminds to have second thoughts because of the possibility that their hired criminals would turn against them for the "more lucrative" reward.
Erames believed the reward system would be a "powerful leverage" against crime.
Provincial Board Member Lea Bromo did not give comments though on their move to return the measure to the City Council.
Bromo assured the board's concurrence once the city's council do away with legal issues.
