Guv pledges 7 library hubs in NegOr

GOVERNOR George Arnaiz pledged to put up seven library hubs throughout the province to increase Negros Oriental's 69.4 percent literacy rate.

Arnaiz made the pledge at the launching Monday in El Residencia of the Department of Education's (DepEd) Library Hub Project.

The signing of a memorandum of agreement between the governor, DepEd officials led by Undersecretary Juan Miguel Luz, and provincial schools division superintendent Aleli Abne and Natividad Kwan of Baker and Mckenzie International, which gave a P4 million grant followed the launching.

Kwan finished her high school education at Holy Cross High School in Dumaguete City.

The Library Hub Project is a nationwide program of DepEd to bring books to public schools nationwide. It aims to make a child a reader by Grade 3.

DepEd hopes to establish 300 library hubs all over the country by 2010, 30 of which are ongoing.

Under the agreement, DepEd committed to supply the books while the provincial schools division office, through the Office of the Governor, provide the building.

Arnaiz said the seven library hubs that would be set up in coordination with the local government units would be a "continuing legacy" in Negros Oriental to improve its literacy rate.

He said the program needed three "Ms" to succeed, namely "mindset" among DepEd and LGU officials, "money allocation", and "media role."

Luz said the library hub would contain P80 million worth of award winning books, which are sold in bookstores nationwide. Each hub would service 200 schools.

The project conduit is Buglas Foundation Inc. through Board member Mariant Escaño Villegas and his brother Colonel Alex Escaño of Meralco Foundation.
