Patch up or go to court, says exec on reward ordinance

PROVINCIAL Legal officer Erwin Vergara advised conflicting parties to reconcile their differences over the controversial reward ordinance of the Dumaguete City Council or "go to court" to resolve the issue.

Vergara issued the advise after Provincial Board Member Arturo Umbac, chair of the committee on rules, warned Mayor Agustin Perdices of suspension or dismissal if he enforced the measure earlier invalidated by the Provincial Board.

Vergara said all sides have "good intentions" to minimize crimes in Dumaguete City.

He said that if talking to each other would be impossible, then they should submit the issue to the court.

Meantime, he recommended to the Provincial Board to approve the reward ordinance authored by Dumaguete City Councilor Saleto Erames, saying it was consistent with the provisions of the Local Government Code.

But Umbac clarified that the board was not bound to adhere to the endorsement of the provincial legal office.

Moreover, Umbac said, the issue was already water under the bridge because the board has invalidated the reward ordinance following his committee's recommendation that declared the measure illegal and contrary to laws.

Vergara hoped the Provincial Board and the City Council would sit down to discuss and patch up their differences.
