Police chief backs plain-clothed cop proposal

DUMAGUETE CITY chief of police Manuel Hidalgo is open to the proposal of Vice Mayor William Ablong.

Ablong proposed Philippine National Police (PNP) in the city to deploy more plain-clothed policemen on the streets to arrest snatchers and motorcycle thieves.

However, he is apprehensive Ablong's idea could affect police beat and mobile patrols and other PNP operations because of manpower shortage in the local force.

Hidalgo explained that the city PNP has only 80 policemen including office personnel.

Moreover, he explained that the PNP national command requires 85 percent of an area's force to be men in uniform and the rest of office employees.

Hidalgo said that to deploy more plain-clothed men, the local force needed an additional 100 policemen.

Ablong said the presence of uniformed policemen could deter crime but they most often fail to arrest the elusive criminals while non-uniformed men could both prevent crime and arrest criminals.

The vice mayor said criminals strike only when policemen are not around.
