Exec sure of controversial ordinance's repeal By Victor L. Camion
DUMAGUETE City Councilor Saleto Erames of Dumaguete City is confident the controversial City Ordinance No. 88 would be repealed with five members of the City Council supporting him.
Erames said the repeal move only needed the backing of two more council members to succeed.
He hoped the pedicab drivers would be able to convince more members for the repeal ordinance to pass the second reading.
In last week's public hearing at the Dumaguete City high school gymnasium in Barangay Calindagan, Erames, who authors the proposed amendatory ordinance, described the issue as a do-or-die battle, particularly the ordinance's provision to establish a trust fund.
Many pedicab drivers backed the provision cited its importance and long-term benefits to them.
But majority opposed the continuing enforcement of the ordinance and called for its repeal.
Erames said the mayor's permit fee must remain at P27 and the franchise fee at P460 based on the original provision of the local tax ordinance
The ordinance raised the mayor's fee from P27 to P400 and the franchise fee from P460 to P860 and allowed 70 percent of the collections to go into a trust fund.
The trust fund allows drivers to borrow money for personal benefit including medical care and burials and to rehabilitate their tricycles. But most drivers opposed the proposal.
