Sibulan to prohibit employees from getting talent, service fees By Victor L. Camion
THE Provincial Board is studying an ordinance submitted by the municipality of Sibulan that would prohibit government employees from collecting talent and service fees from cultural and beauty competitions for the sake of delicadeza.
Provincial legal officer Erwin Vergara, in his comment dated April 24, 2004, said Section 4 of Sibulan's Ordinance No. 68 does not conform to a provision of the Local Government Code.
Section 4 of the ordinance punishes any violator depending on the recommendation of a local fact-finding board to the Office of the Mayor.
Under the ordinance, all officials and employees whether elective, civil service-covered, national, casual or job order are prohibited from giving talent services to any other local government units when the municipality of Sibulan is one of the contestants.
It also prohibits employees from collecting talent fees if a contest, is sponsored by the Municipal Government.
"Officials and employees rendering talent services to other municipalities do not show loyalty to the municipality," the resolution of the ordinance said.
It, however, exempts employees receiving fees from privately-funded competitions.
