Mayor silent on P48T machine purchase

BACONG, Negros Oriental -- The Municipal Council is still waiting for the response of Mayor Rodolfo Yee on its letter asking him to explain the allegation of three whistle-blowers that he engineered the purchase of a vehicle worth P48,000 without passing the regular bidding process.

Vice Mayor Lenin Alviola said the Municipal Council, after they received a letter of complaint from three residents on the first week of June, wrote the mayor in order for him to comment on the allegation.

Alviola did not name the "three citizens," but only said that one is a private person and the other a former employee of the municipality.

He said the complainants alleged that Yee illegally bought an engine from Dumaguete Auto Parts Center Inc. worth P48,000 in 2005 to replace that of the municipal ambulance.

The purchase did not pass through the usual bidding process, they claimed.

The complainants identified the engine's number as HW-1-38586, KIA R2 GSH Brand.

Alviola said the Municipal Council was convinced of the "preliminary evidences" presented by the complainants and were surprised when a few hours after they took up the complaint in their June 8 regular session, workers believed to be municipal officials pulled out the engine.

However, he said, the Bacong police seized the engine on the order of the Municipal Council and withheld its release.

Bacong police chief Edwin Tuble said they went to Dumaguete Auto Parts Center Inc. and confirmed the description of the engine.

The vice mayor said the people who bought the engine apparently bypassed the Municipal Council and failed to show documents that they bought it legally.

Alviola described the process as an insult to the Municipal Council.

He said Yee has not replied to the letter. Efforts to reach Yee for comment failed.

The Municipal Council authorized the police station to release the engine to the firm after it presented documents of ownership last June 15 and confirmed that the Municipal Government bought the machine from them on credit.
