Human rights group probes 3 Manjuyod cops

THE Commission on Human Rights (CHR) in Negros Oriental directed three police officers of the Manjuyod Philippine National Police (PNP) to give their comment on a complaint that they mauled a man and his nephew last June 18.

CHR investigator Jesus Cañete identified the respondents as SPO4 Alejandro Tarona, PO3 Robert Elnas, and PO2 Dan Patenio, all members of the Manjuyod PNP station.

Corporal Leonardo Aboy of the 12th Infantry Battalion of the Philippine Army recently lodged the complaint with the CHR in Dumaguete City on behalf of his brother Litomil Aboy and nephew Archil Calidguid.

Leonardo said he brought the case to the CHR because what the three policemen did, if they in fact abused the two men, was abusive.

The soldier said he wanted the issue resolved legally because he and the policemen were employees of the government.

The younger Aboy told the CHR that he and his nephew had been drinking, but were not drunk, and that on their way home they shared some private jokes that made them laugh.

But, he said, Poblacion Councilor Ente Romano felt alluded by the joke and confronted them.

A few minutes later, he said, three policemen in civilian clothes appeared pointing rifles at them and fired.

Litomil said one of the policemen allegedly struck Calidguid with the butt of his armalite rifle, hitting him on the face, and dislodging a tooth.

He said he attempted to help his nephew, but the policeman's two other companions stopped him and beat him with their rifles.

The policemen later left them with bruises, wounds, burns, and dislocated bones.

Meanwhile, Cañete questioned the medical certificate issued by Dr. Wilson Chiu Engtai of Bais City Hospital.

Cañete said he was surprised why the medical certificate was marked with "not for legal purpose" when the document was important for the filing of a case particularly since the younger Aboy sustained serious physical injuries.
