Agrarian installs 71 farmers in Vallehermoso By Victor L. Camion
THE long wait is over, said Aileen Alaban, information officer of the Department of Agrarian Reform (DAR) in Negros Oriental, following the recent installation of 71 farmer beneficiaries in Vallehermoso.
Alaban told Sun.Star that the 71 farmer beneficiaries were installed in the more than 204 hectares of land previously owned by Vicente Lopez Jr. of Bagawines, Vallehermoso.
"The installation of the farmer beneficiaries was long overdue," said Alaban.
The Vicente Lopez property was covered by DAR's Comprehensive Agrarian Reform Program (Carp) under Compulsory Acquisition Scheme in 1992.
Land Bank of the Philippines, she said, has issued a Certificate of Deposit in the name of the landowner in September 1995.
The Certificate of Land Ownership Award (Cloa) was registered in February 22, 2000 with Title T-546.
But she stressed that the strong resistance of the landowner and other surrounding factors led to its delay.
Alaban however said that due to persistence and determination of newly installed PARO Grace Fua, the installation pushed through on July 28.
The installation was peaceful, she said.
"She pushed through with the installation kay kinahanglan gyod ma-install kay dugay na ang Cloa," said Alaban adding, "We are bound to install the farmer beneficiaries."
She added that the landowner had requested to postpone the transfer because of their proposal to plant jatropa locally known as tuba-tuba in the area.
But Fua went ahead.
"Puwede man namo i-cater ang proposal after the installation," he said.
Representative Jacinto Paras, of the 1st district, showed his overwhelming support to DAR's program during the installation in Vallehermoso.
"The congressman was mindful of every bit of information that has happened in this particular landholding," Alaban said.
Paras, on the other hand, reminded the farmer beneficiaries of their rights and obligations and to take care of what they have now acquired.
Fua, for her part, thanked Congressman Paras for his support and reminded the beneficiaries to exercise their rights as new owners of the property.
She said she was committed to help them in whatever way she could, being the Paro.
