Assessor asks extension to answer complaint By Victor L. Camion
THE officer-in-charge of the City Assessor's Office asked an extension to answer the complaint lodged against him by his subordinates.
City Legal Officer Neil Ray Lagahit explained that OIC Assessor Julius Ricardo failed to submit his answer during the investigation held at the Human Resource Office last week.
The investigation was conducted by the city's committee on internal affair composed of department heads led by City Administrator Dominador Dumalag Jr.
Mayor Agustin Perdices ordered the investigation assuring to finish the investigation within a month to determine the validity of the complaints or clear the name of the OIC of the assessor's office.
He said City Hall would take action immediately once the investigation found probable cause against Ricardo.
Employees of the city assessor's office had petitioned Perdices to relieve and replace Ricardo.
In their petition, the 13 employees alleged that since Ricardo's assumption as OIC last January 2, the operations of their office were reduced to disarray and the workers subjected to fear and harassment among others, and confusion in terms of policies, procedures, functions, and daily work and responsibilities.
"If this is left unabated, this will degrade and deplete the morale of us, his subordinates resulting to poor performance, inefficient public service, petty quarrels, remorse and hatred, and ultimately court actions," the petitioners said.
Copies of the petition were also sent to the executive director of the Bureau of Local Government Finance in Manila, the city offices of the Civil Service Commission and the Bureau of Internal Revenue, the Finance Secretary of the Department of Finance, Perdices, and other local officials.
They complained that Ricardo was incompetent to hold the position because he was allegedly not qualified.
"He has not undergone any training or seminars on appraisal and assessment work and lacks the necessary experience," the petitioners claimed.
The petitioners further claimed Ricardo committed "blunders and improprieties" in several transactions.
Meanwhile, the petitioners sought for Ricardo's preventive suspension.
Lagahit however said the committee had to wait for Ricardo's answer as part of due process.
He assured that if Ricardo failed to answer by August 9, the committee would recommend his suspension and impose "appropriate action."
The investigating body has scheduled the initial hearing on August 11.
"Unsa man ang resulta sa hearing, mao na ang among irekomendar ni mayor," said Lagahit.
