Employers required to register house helpers, family drivers By Syril G. Repe
STARTING September all employers in Dumaguete City must register their house helpers and family drivers in the barangay where they belong, once the ordinance approved recently by the City Council and signed by Mayor Agustin Perdices takes effect.
Under the ordinance an employer will be given ten days from the date of hiring of a house helper or a family driver to register them with the barangay.
The barangay secretary will be required to communicate in writing with the police department or the National Bureau of Investigation (NBI) on a monthly basis to find out if the hired labor has police records.
Councilor Manuel Patrimonio, author of the ordinance, said the ordinance was necessary because of past experiences when house helpers or family drivers, who are total strangers, live in the house of their employers who have no background information about them.
In some cases, Patrimonio explained, some helpers robbed or killed their employers and disappear with the police helpless because of the absence of official records such as addresses.
He said the ordinance was not meant to discriminate against people seeking employment in Dumaguete City as a result of hardship.
"But matters must be put in order and the most practical way is to have them registered...," Patrimonio said.
Employers who failed to register their house help will be fined not less than P100 or more than P500.
