By Victor L. Camion

THE Bureau of Jail Management and Penology (BJMP) in Negros Oriental received two awards during the recent 15th BJMP Anniversary held at Occupational Safety and Health Center in Diliman, Quezon City.

The awards were for Best Provincial Jail Office of the Year and provincial chief Waldemar Villanueva as Best Provincial Jail Administrator of the Year.

SJ04 Adriano Paracuelles, spokesman of the BJMP provincial office, told Sun.Star Dumaguete that the awards recognize the bureau's "distinguished and extraordinary achievements" particularly the zero escape record within the year.

It was also cited for its immediate transfer of convicts to the National Bilibib Prison in Muntinlupa City.

Paracuelles said unlike Negros Oriental, other provincial bureaus take days or a week to transfer inmates after their conviction.

At present, he said, 800 prisoners were being detained in BJMP's 10 district jails province-wide.

Evaluators from the BJMP central office, he said, noted that detention cells in the cities of Dumaguete, Bais, Tanjay, Canlaon and Bayawan and the district jails in the municipalities of Siaton, Mabinay, Manjuyod, Guihulngan, and Vallehermoso were clean and comfortable.

Paracuelles said Villanueva received the Best Provincial Jail Administrator of the Year award for his updated report to the central office.

The spokesman, himself a two-time awardee, said some of the warden's most significant accomplishments were sustaining harmony among the 123 BJMP personnel in the province and the training of prisoners on livelihood projects to earn while inside jail or when they receive a parole.

He said male convicts are trained on swine-raising using modern technology, gardening, and hair cutting while female convicts are trained on basic cosmetology, dressmaking, and tailoring.

"While they are attending to their visitors, they also earning at the same time," Paracuelles said.

The chief warden, he said, is particular with the health of every prisoner and to promote this, Villanueva open the province's district jails to medical and dental missions.

For his achievements the warden received a Plaque of Merit.

Senior Inspector Teodoro Real, municipal jail warden of Mabinay, also received the Best Municipal Jail Warden of the Year award in the same ceremony.
