Tuesday, November 13, 2007 CHR files anti-trafficking raps vs ‘sex maniac' By Edmund B. Sestoso
THE local office of the Commission on Human Rights (CHR) formally filed anti-trafficking charges against a sex maniac who earlier claimed to be a relative of Governor Emilio Macias II.
Negros Oriental CHR Special Investigator Jess Canete said the suspect Napoleon Macias Sr. will be facing sexual harassment charges and violation of Republic Act 7610 otherwise known as the Anti-Child Abuse Act.
The three victims, two of whom are minors, personally appeared before Prosecutor Juditho Agan at the Hall of Justice in Piapi Thursday afternoon and formally swore in their affidavits. They are accompanied by the CHR investigator.
The complainants said aside from the sexual advances, they were also threatened that something will happen to them or their family if they will reveal the crimes.
Canete said that due to the prevailing circumstances, the CHR national office will give financial assistance to the victims.
The two minors will be put under the commission’s protective custody while the other girl will also have a special arrangement.
Napoleon’s wife complained two years back of being abused by Napoleon.
