Gov't worker explains termination order against her

IT'S seldom we hear government employees who risk his or her own economic security in favor of the welfare of the general public.

Such is the case of a City Hall employee, Lorna Ceriales, who worked with the City's Social Welfare Services (CSWS) Office.

Ceriales said in an interview that her termination from CSWS was due to her refusal to sign documents that will validate her involvement in an anomalous transaction.

She said her department head had requested her to sign some documents, but she refused saying it is anomalous to do so.

She, however, refused to reveal what was in the documents. She said she would reveal the information in court or the proper legislative forum.

She said after her refusal, she received an order that she’s only up to April 30 this year. However, she refused to acknowledge the order, arguing it was not a legal termination. She continued reporting for work up to the present.

She added she could not understand her termination as she was not properly evaluated and informed of her violations.

She said her immediate supervisor could vouch for her performance.

"Pagam-on ko ug report nga wala nay materyales... wala ko ni pirma kay naa man ug dili tinuod nga wala na," stressed Ceriales. (They want me to do a report saying there are no materials anymore...I didn’t sign such because it’s not true there was no materials anymore.)

She added the document is still with her and she will reveal this in the proper time and forum.

She said what triggered the harassment against her in the office was her continued refusal to sign the documents.

"Dili na ko kaagwanta ani nga sitwasyon and aside from the fact nga dili na ko makaya magtan-aw sa mga gipanghimo nila nga mga anomalya," said Ceriales in the same interview. (I couldn’t bear seeing the anomalies they are doing.)

She also bared that even her supposed salary for the month of February was also withheld because she was asked to secure a medical certificate for her leave of absence.

She admitted she went on leave for three days, but it was not a sick leave but a vacation leave and does not need a medical certificate.

Ceriales had been in the government service for not less than 14 years. She remained a casual employee and had been transferred from several offices until her last assignment at the CSWS this year.

She said she started working at City Hall in March 21, 1994. She was first assigned at the Internal Audit Office and was transferred to General Services Office (GSO), traffic office, and then the social welfare office.

She also vowed to expose alleged irregularities and anomalies in the offices where she was assigned. She claimed that some evidentiary documents are with her and are being studied by a volunteer lawyer so charges could be filed against those involved.
