Roderos found Ellamil guilty of serious irregularity in the performance of duty.
Ellamil was meted the penalty of a one rank demotion from PO3 to PO2.
The demotion is a result of an administrative charge filed by the Commission on Human Rights in Negros Oriental against Ellamil.
CHR special investigator Jesus Cañete told Sun.Star that a family of a murder victim filed a complaint against Ellamil who acted as investigator and case processor.
Cañete said a widow of a murder victim Catalina Maghuyop went to Sta. Catalina police station to ask assistance after her husband Herminigildo was killed on June 3, 2006.
The suspect, Tomas Lantao, had voluntarily surrendered to Ellamil on the same day.
Maghuyop's widow shown her interest to file charges against Lantao on the same day as well.
Ellamil however told her to come back on Monday as the Provincial Prosecutor's Office was already closed.
Aside from being remise in his duties, Ellamil was also found to have extracted P1,100.00 from the widow. The amount was supposedly for his fare plus filing fee for the complaint.
Manghuyoy filed a criminal complaint against Ellamil before the Provincial Prosecutor's Office. It was however dismissed.
